What happens to your PDF
Scanned PDFs are big because every page is a photo. The tool draws each page again at a resolution (DPI) and JPEG quality chosen so the whole file fits under 300 KB, starting at 150 DPI and stepping down only as far as needed. The new pages are pictures, so text in a typed PDF can no longer be selected or searched; it reads the same. If your PDF is already under 300 KB, the tool says so and you can upload the original.
Worked example
A 4-page scanned certificate of 3.1 MB with a 300 KB limit gives each page about 75 KB. That fits at about 120 to 150 DPI in colour.
