How to combine certificate photos into one PDF under a size limit

Many application portals give you one upload box for a whole set of documents: "upload all educational certificates as a single PDF, maximum 1 MB". If you have taken a photo of each certificate, you need to combine them into one file, in the right order, under the limit. Here is how to do that without guesswork.

Step 1: Collect and check your photos

Officers check documents against a list, so follow the order in the notice if it gives one. If not, a sensible order is:

  1. Class 10 certificate or mark sheet (often used as date-of-birth proof)
  2. Class 12 mark sheet
  3. Graduation mark sheets, oldest semester or year first
  4. Degree or provisional certificate
  5. Postgraduate documents, then any professional qualification

Step 3: Choose A4 and fit to page

A4 (210 × 297 mm) is the standard paper size in India and the safest page size for official PDFs. Choosing A4 means every page in the PDF is the same size, even if your photos were different shapes. The image is scaled to fit inside the page with a small margin, so nothing is cut off. If a certificate is landscape (wider than tall), it will either sit smaller on a portrait page or you can rotate it first so it fills the page.

Step 4: Work out a per-page budget

This is the part most people skip, and then wonder why the PDF is 6 MB. The PDF's size is roughly the sum of its page images plus a small overhead. So set a budget per page.

Worked example

Limit: 1 MB for all educational documents. You have 6 pages (10th, 12th, four semester sheets).

  1. Take a margin: aim for about 950 KB, not 1024 KB. Some portals treat 1 MB as 1,000,000 bytes, and the PDF wrapper adds a few kilobytes. See KB and MB explained.
  2. Divide: 950 KB ÷ 6 pages ≈ 158 KB per page.
  3. Your phone photos are about 3 MB each, so each needs to shrink about 20 times. That sounds like a lot, but it is easy: a 12-megapixel photo is far more detail than an A4 page needs.
  4. Resize each page to about 1240 pixels wide (roughly 150 DPI for A4) and use medium JPEG quality. A greyscale or clean colour page of that size typically comes out between 80 and 180 KB.
  5. Build the PDF, check its size, and adjust if needed.

If one page is much denser than the others (for example a mark sheet with a coloured background), it will use more of the budget. That is fine as long as the total fits.
